If you have the paypal debit card with the Mastercard logo, you can use it anywhere just like a credit card.

they sell amex gift card and will accpect payment by paypal for that -

You can buy gift cards on eBay and often for a discount. Often people who receive gift cards would like to sell it for cash. You can pay on eBay with PayPal. Be sure to transact with a reputable seller so you have a good chance at receiving a valid card.
