PayPal is a online money transfer service, that is safe for the sender of money and safe for the receiver of money.
Once you add a bank account and or a credit card to your PayPal account you can buy things on line and pay for them thru your PayPal account, the person receives the money you sent to them in their PayPal account without ever seeing any of your personal information.
If you have money in your PayPal account the money will automatically come out of your PayPal account.
If you do not have money in your PayPal account, PayPal gives you the choice to pay using your bank account or credit card that you have linked to your PayPal account. You make the choice.
If you pay for something thru PayPal and you do not receive your item, you can open a dispute against the seller of the item, after PayPal makes an investigation they will refund you the money you paid for the item you did not receive.
PayPal is safe as long as you take precautions, like logging in and out of your PayPal account, and getting there by typing the address into your browser and not clicking on links especially sent to you in emails, and never giving out your personal information to anyone except for when you first register with PayPal as everything is encrypted.
I am a buyer and seller on eBay for 8 years and only use PayPal to pay or accept payments. I have never had a problem.
